The National Code of Ethical Practice for UK Education Agents (2021) establishes a unified benchmark of professional and ethical behavior for agents, counsellors, and education representatives acting on behalf of UK universities and colleges.

Developed by the British Council, BUILA, UUKi, and UKCISA, the Code is built upon the international standards established in the **London Statement (2012)**. Pearls Uni Global fully embeds the National Code into our organizational operations.

Foundations: The London Statement Principles

The Code is rooted in the Statement of Principles for the Ethical Recruitment of International Students (The London Statement), promoting seven core international principles:

1. **Integrity:** Operating with honesty and high moral standards. 2. **Objectivity:** Providing unbiased, client-centered advice. 3. **Professional Competence & Due Care:** Maintaining thorough knowledge of UK education and Home Office rules. 4. **Transparency:** Declaring all relationships, commission structures, and service fees. 5. **Confidentiality:** Safeguarding client data and privacy. 6. **Professional Behaviour:** Complying with all applicable laws and regulations. 7. **Client Centredness:** Prioritizing the best educational interests of the student.

Core Ethical Standards of the 2021 Code

1. Integrity and Honesty Education agents must never provide false, misleading, or deceptive information to students, parents, or UK institutions. This includes accurate representation of university entry criteria, tuition costs, scholarship eligibility, and post-study work opportunities.

2. Objectivity and Conflict of Interest Agents must declare any financial interest or preference that could influence their recommendations. Recommendations must always align with the student's academic background, career goals, and financial capabilities.

3. Professional Competence Agents must ensure all staff and counsellors undergo regular training, including the British Council Agent and Counsellor Training program. Counsellors must stay informed on UK visa regulations, CAS policies, and Home Office guidance.

4. Financial Transparency & Fee Disclosure All service fees charged directly to students must be documented in writing prior to service delivery. Undisclosed payments, cash-only demands without receipts, or hidden charges are strictly prohibited under the Code.

5. Data Privacy and Confidentiality Agents must protect personal data collected from students in strict compliance with relevant data protection regulations (such as GDPR). Personal information must never be shared with third parties without explicit written consent.

6. Fair Advertising & Marketing All marketing materials, website contents, and social media promotions must accurately reflect institutional agreements, visa statistics, and living costs in the UK.

The Three Pillars of Conduct

The National Code organizes agent obligations under three operational pillars:

  • **Pillar 1: Organisational Competence:** Maintaining institutional capacity, staff training, and quality control systems.
  • **Pillar 2: Expected Behaviour:** Acting professionally, treating clients with dignity, and respecting UK education standards.
  • **Pillar 3: Ethical Business Practice:** Full accountability, clear contract management, and transparent dispute resolution.

Accountability and Student Redress

UK education providers and sector bodies actively monitor compliance with the National Code. Agents who breach the ethical standards face termination of university representation agreements and removal from official registers.
